Richard D. Dvorak, J.D. is a partner in the law firm of Tomes & Dvorak and vice-president of EMR Legal, Inc., a consulting firm specializing in HIPAA compliance.

He is an experienced instructor, giving seminars on HIPAA and the HHS regulations and teaching at the college level on business law.  Mr. Dvorak is a member of the bar of Kansas, Missouri, and Illinois, including their federal courts.

He offers courtroom experience in the areas important to the HIPAA-required risk analysis, from discovery of peer review materials to medical malpractice, combined with in-depth computer technology expertise.  His experience also includes providing consulting services and performing gap and risk analyses for various types of medical facilities.  Mr. Dvorak is co-editor of HFMA’s HIPAA e-lessons and compliance materials as well as the managing editor for Veterans Press’ quarterly newsletter, Compliance Quarterly.
